At the World Lottery Conference held in Oslo, the capital of Norway, the International Lottery Organization (Intertoto) and the National Lottery International Association (ALE) merged into the World Lottery Association (WLA).
The members of the World Lottery Association (WLA) make a joint commitment: will, as always, build a good public order and crack down on illegal gaming activities regulated by the regional governments. At the same time, becoming a member of the World Lottery Association (WLA) indicates that you have agreed to accept the WLA's principles of responsible lottery. WLA members hereby commit to follow the social, economic, political, moral, cultural and legal frameworks of their respective regions. The following Responsible Lottery Principles:
1. WLA members will take reasonable and appropriate steps to achieve their goals while protecting the interests of their clients and vulnerable groups; at the same time, they will continue to work to maintain public order in their regions.
2. WLA members will ensure that their operational practices and procedures reflect a combination of government regulation, operator self-regulation, and personal responsibility.
3. WLA members will formulate and carry out responsible lottery related practices on the basis of fully understanding relevant information and analyzing relevant research.
4. WLA members will share information, conduct research, and conduct research as widely as possible with their stakeholders, including governmental and non-governmental organizations, regulators, researchers, public health professionals, and the general public. Promote responsible lottery and encourage a better understanding of the social impact of gaming.
5. In all areas of its business, including the development, sales, and marketing of its products and related activities, WLA members will only promote legitimate responsible lotteries and take reasonable steps to ensure that their agents also comply with this provision.
6. WLA members provide the public with accurate and appropriate information so that people can make informed choices about gaming activities in the lottery's territory. The specific requirements are: Marketing of lottery activities and products should follow reasonable operator self-regulation and promote responsible lottery practices and informed choice; Accurate information about games and their risks should be provided to individuals, for example, by organizing educational programs.
7. WLA members will take reasonable steps to appropriately monitor, test, and modify responsible lottery-related activities and practices, and make the results public.
